What you can request

Acknowledgment commitment

CTR acknowledges data-protection complaints within 30 days of receipt for DPA 2018 section 164A purposes. CTR reviews the information provided, takes appropriate steps without undue delay, and tells the requester the outcome.

If CTR needs further information to verify identity, locate a record, understand the request, or confirm authority to act, CTR will ask for it.

This public page implements the electronic intake route only. The authoritative register is a private ops/state artifact, not a public web artifact.

Takedown & correction policy

1. Policy principle

CTR mirrors and cites official records; CTR does not silently edit official source text. CTR corrects CTR-controlled metadata, annotates official-source disputes, and suppresses display only where required by law, source licence, safety, privacy, or serious legal risk.

2. Intake

Requests should identify the record URL or ID, the requester, the claimed issue, requested action, legal basis if known, urgency, and supporting evidence. Court orders or regulator requests are escalated immediately. Use the intake form on this page or email feedback@bower.im with "Cite the Record legal or data-rights request" in the subject line.

5. Audit trail

CTR keeps a non-public complaint and decision log with requester, record ID, source URL, source snapshot/hash, alleged issue, trigger category, decision, reviewer, timestamp, public display state, and communications.

Terms of service

1. Service description

CTR is an independent citable record and provenance service. CTR is not the official publisher of parliamentary or government records and does not provide legal or professional advice.

2. Source licences

Source materials remain subject to their original licences, including OPL, OGL, Crown/database-right notices, and any per-source exceptions. CTR's notices do not remove user rights under those source licences.

3. CTR rights

CTR reserves rights in its compiled database, selection and arrangement, provenance metadata, annotations, correction layer, schema, API design, user interface, and closed engine. CTR does not claim ownership of official source information as such.

4. Permitted use

Users may search, read, cite, link, quote in accordance with law, use source materials under their source licences, and extract/re-utilise lawful insubstantial parts of any public CTR database.

5. Prohibited use

Users may not remove attribution/provenance notices, imply official endorsement, bulk scrape or reconstruct CTR's compiled database, resell CTR's annotation/provenance database, overload the service, bypass access controls, or use CTR in unlawful ways.

6. Citation permanence and corrections

CTR aims to provide persistent record IDs, source URLs, capture/access dates, record versions, correction IDs, and tombstones where lawful. CTR may correct, annotate, restrict, suppress, or remove records where required by law, source licence, court/regulator action, privacy rights, or safety.

7. No warranty / liability

CTR provides source-linked records and annotations without guaranteeing that source records are current, complete, accurate, or legally sufficient for user purposes. CTR does not exclude liability that cannot lawfully be excluded.

8. Complaints, takedown, and data rights

Complaints, legal notices, data-subject requests, and correction requests must use the intake form on this page or email feedback@bower.im with "Cite the Record legal or data-rights request" in the subject line. CTR will triage requests under the published takedown/correction policy.

9. Governing law

Pending counsel review

These terms are governed by the laws of England and Wales, subject to mandatory rights and laws that apply in other UK jurisdictions where CTR publication is accessed or claims arise.
